Armor All for plastic decoys

Would it be ok to spruce up some plastic decoys with Armor All? I first cold rinse decoys, maybe apply a soft brush, but no soap, and let dry. I applied Armor to one decoy today and it looks good...

G&H Rivergator decoy/device

Anybody use the device? G&H sells an adaptor to fit most keels. I do not hunt areas where there is much wayer flow, wondering if this provides any movement?
